The driver of a vehicle stopped Monday night for no tail lights was arrested on his fourth driving under the influence charge.
Capt. Mike Bauer with the Norfolk Police Division said an officer performed the traffic stop near Fifth Street and Norfolk Avenue just before 11:30 p.m.
The officer had contact with the driver, identified as Richard H. Horst, 46.
A check of Horst’s license showed it to be suspended, Bauer said.
In addition, the officer could smell the odor of alcohol coming from Horst, and he was requested to perform field sobriety maneuvers and submit to a preliminary breath test, the results of which showed impairment.
Horst was arrested for driving under the influence — fourth offense and for driving under revocation.
He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
